Declan, You might want to get in touch with some cetacean organizations to see what the laws and regulations are for Irish waters. As far as I know, Irish oceans/ surrounding waters are now all marine protected areas and therefore polluters are subject to fines, etc., for affecting water conditions. One organization I would suggest is the Irish Whale and Dolphin Group website here to the Ocean portal http://www.iode.org/oceanportal/detail.php?id=3226
and the IWDG link is in there.
There is also a seal rescue organization just outside of Dublin, closer to you link here http://www.irishsealsanctuary.ie/
